Elizabeth F. Cohen is the author of “Semi-Citizenship in Democratic Politics,” is an associate professor at Syracuse University’s Maxwell School of Citizenship and Public Affairs.

She argues against those that want to sell citizenship for money .... or that want to discriminate against those already in the USA and particular Ethnics or Races.
