The carefully-scripted letter from the accountancy firm does not say that Mitt always paid taxes ( he may have not "owed" taxes because of deception to the Internal Revenue Service so he may have paid zero in many years ) and he may get money back from the 2011 tax returns because of overpaying too much. He has three years to get his money back. It is all a deception, the language of the letter is deceptive.
It is the topmost in imbecility to believe in the word of "Price Watherhouse Cooper" as the word of God. Moreover the language is filled with caveats, warnings and cautions to avoid lawsuits or bad publicity scandals later.

Remember that Mitt Romney was the "Orchestra Director" in the Big Tax Scam of Marriott Hotels, when he was a member of the Board, and the Chairman of the Auditing Committee. And Marriott was found guilty in court of using Mitt's favorite deceptions using the Cayman Islands and Swiss Banks to hide income and revenue and showing false losses.
