The immigration bill will likely pass if Perry adds it to the agenda because the Legislation Rules for Special Sessions are soft and loose with simple majorities. And it failed in the regular session because it did not gather the big majority required in that type of sessions.
We are following Texas because this state has extraordinary importance and will add four additional seats ( or districts ) to the U. S. House of Representatives, that happens according to the results of the 2010 Census. There are big Gerrymandering attempts by Republicans, that is redistricting for political ugly gain.

Sanctuary cities bill filed for Texas session

AUSTIN, Texas — Not waiting for Gov. Rick Perry, a Texas House Republican is pressing for an immigration enforcement bill that has been one of the most controversial issues before the Legislature this year.
Rep. Burt Solomons of Carrollton has filed a new version of the so-called sanctuary cities bill. It bans police agencies from adopting policies that prohibit officers from asking people they detain whether they are in the country legally.
None of Texas' major cities claim to be sanctuary cities, but many police departments discourage their officers from asking about immigration status. Democrats in the House and Senate fiercely oppose the measure and Hispanic lawmakers say they worry police will use the law to harass Latinos.

Opponents, including many police departments, have argued it will ostracized local immigrant communities and make them afraid to report crimes.
